Everyone has interest in seeing those governments fall besides a couple warlords who control the governments.

If a government try to unilaterally ban cryptocurrencies then this government would restrict themselves but they could hardly succeed in making their citizens respect their ban. The incentives would be too big to not respect the ban.

It would still be a great set back for cryptocurrencies.
