PowerUPに使いたいなら、下がっている時にSTEEMに変えるべきです。
上がっている時に換える理由はありませんが、上がるか下がるかがわかるなら、苦労しませんがｗ
STEEMの売買にコスト（時間等含めたすべてのコストです）をかけたくないなら、100%PowerUPで投稿するのがよいのでは。
