@coolenglish, In my opinion this is sounding as effective Initiative and that is because, English is Universal language and many face the issue in it and due to that they lack self confidence and also they lack participation.

And yes, English can improve when people can engage in more and more Conversations. And when we push ourselves in conversations then slowly we can boost our confidence and inturn over the period of time we can catch the fluency to some extent.
