They are claiming that  a fidget spinner can help to calm down people from nervousness, stress, focusing, anxiety and other disorder like Attention deficit hyperactivity disorder (ADHD),  Austim.

The unofficial inventor of fidget spinner is Catherine Hettinger. 

She invented this toy in early 1993 but in 2005 she loses  patent because of she did not find any commercial partners.
