Massive ocean structures would be both above and beneath the sea. These structures would represent a spectacular engineering achievement with aircraft, sea craft, and submersible access.
Some of these cities in the sea could also serve as underwater international parks, where visitors could observe the protected reefs of the world. Through huge undersea windows, they could view the wonders of this environment in leisure and comfort. From a computerized chair, they could communicate with dolphins and other forms of marine life. The more daring among them could leave the premises by way of airlocks and go on diving expeditions.
