I believe the international discussion has begun. It is just avoiding the media. I suppose the race will be who is the first to establish a reputable organized discourse. Bitcoin is trying to do this through its conferences. Doubtful that they will ever be recognized by heads of states.

Maybe we will achieve this virtually. Like a web of hosted developer talks via Skype or in Second Life. After all, Facebook and Google have succeeded in circumventing the US government at almost every turn.
