They're a distraction and an example, pure and simple. Scapegoats if you like. When the poor are screaming injustice, let some lower level rich people take a fall as an example that they don't really let rich get away with anything. It's also an example to them that money doesn't make you as powerful as them.
Quite likely. I thought that same thing, but didn't write it, as we have no proof, of course.
