Supposedly, he had to let it happen. Thus, he then issued his statement to tell people to go home. That is because, before he can use the Insurrection Act, a president must tell the people to disburse.

The theory is that when he, and others, shared that on social media, he had met that requirement of the IA. However, Big Tech didn't want to do so, so nixed his, and several others' accounts.

I've seen some threads that show an alleged Trump account on Parler say that he had now signed the IA. Within days of this post, and screens shots of it being shared, Amazon, Google, and Apple shut down Parler.

I find it hard to believe that's coincidence. But I could be wrong.
