The process limits the amount of steem, but it is Not finite. That is not a problem, because their stated target is one steem equal to one dollar. So it does not need to be rare, just limited.
Weku will follow the same process, being a clone.

Only a specific amount of SBD are released to help pay for postings. It is in the white paper where they define things.
