An Eye witness speaking to corporate media says "The Man Ran Past Me screaming" "They are going to Kill me" The Eye witness also tells KOIN LOCAL 6 "When The Man Ran away from police past them
He was "Not Holding A Weapon"

Looks like my first instincts may very well be correct to surmise, The guy was shot down while he was unarmed!
