i have over 1100 pal and all i get to give people is almost a qaurter at a 100 percent vote so i dont know how that works but i definitely dont give two dollars with my PALs unless they changed something or something that i am not seeing

It certainly is outrageous and inexcusable. And, the rumors are that he is being drugged and otherwise ill-treated, as well.
