No. He is not the one who decides, as seen in Syria.
Should Americans protest?
It is too late for protests, @joeyarnoldvn. Swamp will care for protests less than French government, and French people are protesting for over a year! The swamp (or Deep State) can be removed only by the armed people. And make no mistake − Trump is a swamp creature too.

BTW, Greta is a guest in Davos for the last two years. She is an “elite’s” puppet, probably with the task to enforce carbon tax upon population and divert the attention from the corporations which are the real culprits for a global warming.
