Good they need to be held to the same standard as the rest of us. Maybe if he was not texting he would have seen the other car in time to avoid the crash.

Maybe, but we are strict with our officers here. No one should have to dodge incoming, But I always watch for it myself. I have dodged two from behind so far (and have been hit by two, also).
Behind is a much greater danger....
