Any steemit account user can have SP delegated to them by any other Steem user. I am not sure where the question is coming from though? You can see your own account or any other account through steem world. Here is yours. To see what other steemians are doing simply replace your user name with theirs.

Seeing as you are at 3 sp I would continue writing post and find other people who post stuff that you are interested in. That way when you comment and upvote they have a reason to see if they are interested in what you are doing.

Another strategy would be to find contest and follow the directions. They are easy to win.

Another strategy is to find project. Like informationwar tag and familyprotection and following there instructions for getting curated on your post.

There is a lot more you can do. Like follow those who already have a lot of SP and make on the point of the post comments. They will up vote according to their appreciation for your comment and participation. Mainly just be the real you.
