My voting power is low + I have a low amount of steem power which means my vote isnt worth a cent yet. My steem power is only 15 like yours. After this week I should have higher Steem Power and my up-vote will be worth more. I will send a small bid bot for you and it will increase your payout.

It does have some value. I believe the value depends on the price of steem. Go to https://steemd.com/@moons00000 and you will see how much steem power and voting power you have.
Each vote you give diminishes your voting power. Which also makes your vote worth less. Voting power replenishes itself.
