(15-8-2017) Syedara lon, puluhan mahasiswa dan masyarakat umum menghadiri kegiatan Diskusi Publik dengan tema : " Refleksi 12 Tahun Damai Aceh dan KKR Dalam Agenda Besar Membangun Peradaban Aceh". Kegiatan tersebut terselenggara berkat kerjasama dari beberapa pihak, di antaranya , Komisioner KKR Aceh Program Peduli, Himpunan Mahasiswa Islam (HMI) Cabang Kota Lhokseumawe, Tanda Seru Indonesia Learning Comunity, Tim Relawan Perempuan Untuk Kemanusiaan, Indonesia Untuk Kemanusiaan, dan didukung oleh Universitas Malikussaleh (UNIMAL ). Acara tersebut dimulai pada jam 08.30 hingga berakhir pada jam 13.00 Wib bertempat di Aula Gor ACC Cunda UNIMAL dibuka dengan penampilan grup tari Putrou Phang.

Darmadi selaku mantan presiden BEM UNIMAL dipercaya untuk memandu acara hingga selesai dengan didampingi oleh dua nara sumber yang sudah cukup berpengalaman dibidangnya yakni, Zulfikar Muhammad selaku ketua KPK Aceh yang juga pernah aktif beberapa lembaga lainnya, seperti PB HAM Aceh Utara, Serta Direktur NGO HAM Aceh periode 2012-2016. Nara sumber selanjutnya yaitu, Evi Narti Zain selaku Anggota Komisioner KKR Aceh yang juga pernah aktif di lembaga Kontras Aceh, dan NGO HAM Aceh. Ketua panitia yang akrap disapa dengan sebutan Nana menyampaikan bahwa "Kegiatan tersebut diselenggarakan berkat kerja sama dan dukungan dari beberapa pihak, dengan maksud sebagai suatu bentuk untuk merefleksi 12 tahun damain MOU Helsinki serta mensosialisalikan KKR kepada masyarakat umum" ungkapnya.

Kegiatan tersebut juga dimeriahkan dengan beberapa penampilan dari sangga seni UNIMAL diantaranya, Stand Up Comedy, Pembacaan Puisi serta ditutup dengan penampilan pantonim. Puisi yang dibacakan bertajuk tema konflik dan perdamaian Aceh yang membuat semua orang yang hadir kembali kepada kepahitan masa silam, sedangkan pantonim sendiri berceritakan bagaimana awalnya terjadi konflik Aceh hingga kepada perundingan perdamaian melalui perjanjian MOU Helsinki. Ruangan acara kembali heboh saat panitia membagikan dort prize, tampak peserta begitu antusias menjawab pertanayaan yang diajukan oleh nara sumber hingga ada yang berebutan microfone.

Mengenal Lebih Dekat KKR Aceh

Apa itu KKR ?

KKR Aceh adalah singkatan dari Komisi Kebenaran dan Rekonsiliasi Aceh. KKR merupakan sebuah mekanisme penyelidikan untuk mengungkapkan suatau peristiwa. KKR tidak sama dengan proses hukum namun hasil ketepatannya memiliki kekuatan hukum untuk ditindaklanjuti oleh pihak-pihak berwenang, seperti KOMNAS HAM.

Bagaimana KKR Aceh dibentuk ?

Pembentukan KKR Aceh merupakan mandat dari Mou yang ditandatangani oleh pemerintah Indonesia dan Gerakan Aceh Merdeka (GAM) di Helsinki pada tanggal 15 Agustus 2005. Landasan hukum pembentukan KKR Aceh adalah UU Nomor 11 Tahun 2016 tentang pemerintah aceh yang tertuang pada pasal 229 dan qanun Aceh Nomor 17 Tahun 2013 tentang KKR. Pada tanggal 24 Oktober 2016, Pemerintah Aceh melalui Gubernur Aceh telah melantik 7 komisioner, yang terdiri dari :

Apakah Tujuan Pembentukan KKR ?

Berdasarkan Qanun KKR Aceh, disebutkan bahwa tujuan KKR Aceh adalah :

1. Memperkuat perdamaian dengan mengungkapkan kebenaran terhadap pelanggaran HAM yang terhjadi dimasa lalu.

2. Membantu tercapainya rekonsiliasi antara pelaku pelanggaran HAM baik individu maupun lembaga dengan korban.

3. Merekomendasikan reparasi (pemulihan) menyeluruh bagi korban pelanggaran HAM, sesuai dengan standar universal yang berkaitan dengan hak-hak korban.

Bagaimana Mekanisme Kerja KKR ?

Mekanisme kerja KKR Aceh terdiri dari beberapa tahap :

a. Pengungkapan kebenaran.

b. Dukunagn korban dan perlindungan.

c. Rekonsiliasi
Rekonsiliasi dilakukan sebagai upaya mengembalikan atau memulihkan hubungan sosial kemasyarakatan yang sempat tidak baik untuk menjadi baik seperti semula.

Bagaimana Cara Korban Menjangkau KKR ?

KKR Aceh berada di Ibu Kota Provinsi yaitu di Banda Aceh dan tidak memiliki kantor kabupaten/kota. Untuk menjangkau korban tim KKR Aceh membentuk tim wilayah yang ditempatkan di masing-masing wilayah. Korban bisa menjumpai kantor KKR Aceh, tim wilayah atau meminta pendamping dari lembaga yang bekerja untuk isu penegakan HAM korban konflik dimasing-masing wilayah.

Apa Yang Harus Dilakukan Korban, Masyarakat dan Aparatur Gampong Menghadapi KKR ?

a. Mencari tahu segala informasi tentang KKR Aceh serta menyebarkan ke masyarakat, khususnya korban.

b. Mendampingi/memfasilitasi korban untuk melapor ke KKR serta mempermudah upaya korban saat mempersiapkan segala keperluan untuk mengakses KKR termasuk pengurusan administrasi yang dibutuhkan.

c. Mencari dan mengumpulkan semua bukti, benda-benda atau dokumen-dokumen yang berkaitan dengan kasus yang dialami, misalnya surat penangkapan, penahanan, dan pembebasan dari Militer/TNI, barang-barang peniggalan korban. Jika barang tidak ada lagi, korban/keluarga korban tetap dapat memberikan kesaksian atas kasus yang terjadi.

d. Bersama korban lainnya, dapat saling mendukung dan menguatkan dengan cara membangun komunikasi antar korban dan saling meengkapi informasi seputar peristiwa pelanggaran HAM.

e. Menghilangkan budaya "tulak cron" (siapa maju duluan).

(15-8-2017) Syedara lon dozens of students and people of Aceh Utara and Kota Lhokseumawe attended the Public Discussion event with the theme: "Reflection of Aceh's 12 Years of Peace and TRC in the Great Agenda for Building Aceh Civilization". The event was held thanks to the cooperation of several parties, among others, the Commissioner of KKR Aceh Care Program, Islamic Student Association (HMI) Lhokseumawe City Branch, Tanda Seru Indonesia Learning Comunity, Women Volunteer Team for Humanity, Indonesia for Humanity, and supported by Malikussaleh University UNIMAL). The event started at 08.30 until the end at 13.00 Wib held at Gor ACC Cunda UNIMAL opened with dance group performance Putrou Phang.

Darmadi as the former president of BEM UNIMAL is entrusted to guide the event to the end with two resource persons who have experienced enough in their field namely, Zulfikar Muhammad as chairman of KPK Aceh who also had active several other institutions, such as PB HAM Aceh Utara, and Director of NGO HAM Aceh 2012 -2016. The next resource person is Evi Narti Zain as a member of Aceh KKR Commissioner who has also been active in Aceh Kontras Institute and Aceh Human Rights NGO. The chairman of the committee, acknowledged as Nana, stated that "The activity was held thanks to the cooperation and support of several parties, with the intention as a form to reflect on the 12-year draft of the Helsinki MOU and to socialize the TRC to the general public," he said.

The event was also enlivened with several performances from UNIMAL's art crafts such as Stand Up Comedy, Poetry Reading and closed with pantonim appearance. The poem read out on the theme of conflict and peace of Aceh that made everyone present back to the bitterness of the past, while the pantonim themselves tell how initially the Aceh conflict took place to the peace negotiations through the Helsinki MOU agreement. The event room re-excited when the committee distributed dort prize, the participants seemed so enthusiastic to answer the questions proposed by resource persons to have a fight over microfone.

Getting closer to the Aceh TRC

What is a TRC?

KKR Aceh is an abbreviation of the Aceh Truth and Reconciliation Commission. The TRC is an inquiry mechanism for expressing the events. The TRC is not the same as the legal process but the result of its accuracy has the legal power to be followed up by the authorities, such as KOMNAS HAM.

How was the Aceh Crusade established?

The establishment of the Aceh TRC was a mandate of the Mou signed by the Indonesian government and the Free Aceh Movement (GAM) in Helsinki on 15 August 2005. The legal basis for the establishment of the Aceh TRC was Law No. 11 of 2016 on the aceh government set forth in article 229 and qanun Aceh Number 17 of 2013 on the TRC. On 24 October 2016, the Government of Aceh through the Governor of Aceh has inaugurated 7 commissioners, consisting of:

What is the Purpose of the Creation?

Based on Qanun KKR Aceh, it is mentioned that the objectives of KKR Aceh are:

Strengthen peace by revealing the truth about past human rights violations.

Helping to achieve reconciliation between perpetrators of human rights violations both individuals and institutions with victims.

Recommend comprehensive reparations for victims of human rights violations, in accordance with the universal standards relating to the rights of victims.

How is the TRC's Working Mechanism?

The work mechanism of the Aceh TRC consists of several stages:

A. Disclosure of the truth.

B. Support victims and protection.

C. Reconciliation
Reconciliation is done as an effort to restore or restore social relationships that had not been good to be good as before.

How Do Victims Reach the KKR?

KKR Aceh is located in the provincial capital of Banda Aceh and has no district / city office. To reach the victims of the Aceh TRC team formed a team of territories placed in each region.
