PLN Tandatangani PPA dengan IPP di 64 Lokasi Tersebar

Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan menyaksikan penandatanganan Power Purchase Agreement (PPA) Energi Baru Terbarukan (EBT) antara PLN dengan Independent Power Producer (IPP) di 64) lokasi yang dilakukan di Jakarta (2/8).
Total kapasitas pembangkit pada penandatanganan PPA ini sebesar 415,75 MW dengan rincian sebagai berikut:

1. 49 PPA PLTM tersebar di Jawa dan Sumatera dengan total kapasitas 328,85 MW;
2. 9 PPA PLTBm dan PLTBg dengan total kapasitas 41,9 MW (Regional Sumatera.
3. 6 PPA PLTS dengan total kapasitas 45 MW (2 lokasi di Regional Sulawesi sebesar 25 MW dan 4 lokasi di Regional Jawa Bagian Timur, Bali dan Nusa Tenggara sebesar 20 MW).
   Proses pengadaan telah dimulai tahun lalu dimana harga sudah disepakati dan setujui oleh Menteri ESDM, sehingga proses pengadaan dinyatakan sudah selesai dan siap ditandangani PPA.
   Hal ini berdasarkan pada:
4. Persetujuan harga jual tenaga listrik Project EBT skala kecil (PLTM, PLTBm, dan PLTBg kapasitas ± 10 MW sesuai surat Menteri ESDM No. 5827/23/MEM.I/2017 tanggal 28 Juli 2017.
5. Persetujuan harga jual tenaga listrik PLTS 6 lokasi sesuai surat Menteri ESDM No. 5590/26/MEM.E/2017 tanggal 20 Juli 2017.
   Menteri ESDM Ignasius Jonan menekankan pentingnya pemanfaatan EBT yang optimal. Selain itu. Jonan juga menegaskan untuk menjaga agar BPP rendah hal ini untuk memastikan masyarakat mendapatkan akses listrik dengan harga terjangkau.
   Senada dengan hal tersebut, Direktur Pengadaan Strategis 1 PLN Nicke Widyawati menyatakan adanya penandatangan ini merupakan bukti komitmen PLN dan para pengembang untuk meningkatkan pemanfaatan EBT sesuai dengan target yakni 23% hingga tahun 2025 nanti. Yang lebih utama adalah PPA ini juga untuk memenuhi kebutuhan listrik disejumlah wilayah terutama isolated system dengan harga yang kompetitif, sesuai dengan komitmen PLN untuk menjaga tarif listrik agar tetap terjangkau oleh seluruh lapisan masyarakat dan industri.
   Pada sistem kelistrikan PLN saat ini, terdapat 6.200 MW pembangkit EBT yang sudah beroperasi atau 12% dari total kapasitas pembangkit.
   Rencana penyediaan listrik sesuai RUPTL 2017-2026, penambahan pembangkit adalah sebesar 77,9 Giga Watt (GW) dimana rencana penambahan porsi pembangkit EBT adalah 21,56 GW. Untuk itu sejumlah langkah strategis telah disiapkan oleh PLN diantaranya, yakni:
6. Pengembangan pembangkit listrik EBT harus dioptimalkan, tidak hanya mempertimbangkan keseimbangan antara penawaran dan permintaan, namun juga kesiapan jaringan sistem tenaga listrik serta harga keekonomian yang kompetitif.
7. PLN memanfaatkan sumber energi terbarukan dari sumber energi hidro, panas bumi (termasuk skala kecil/modular), biofuel, energi angin, energi matahari, biomassa dan limbah, dll. Sementara itu, PLN juga akan mendukung usaha untuk menciptakan RE-BID (integrasi pengembangan pembangkit EBT sengan kawasan industi).
8. Khusus untuk PV, PLN akan mengembangkan PV terpusat untuk melistriki daerah terpencil yang relatif jauh dari grid yang ada.
9. PLN akan mengembangkan sistem Smart Grid untuk meningkatkan penetrasi intermitent RE (PV dan angin) sekaligus meningkatkan kehandalan.
10. PLN akan mengurangi konsumsi bahan bakar menggunakan HSD dan MFO, dan mendorong pemanfaatan biofuel.
11. Mengoptimalkan pengembangunan pembangkit EBT yang memiliki potensi besar seperti PLTP dan PLTA
12. Memaksimalkan potensi EBT setempat untuk meningkatkan rasio elektrifikasi di Indonesia Timur
13. Mengembangkan hybrid system untuk daerah-daerah yang sudah dipasok dari PLTD dengan jam nyala dibawah 12 jam / hari.
    “Dengan ditandantanganinya PPA makin menunjukkan komitmen PLN untuk terus mendorong pemanfaatan EBT dalam upaya meningkatkan rasio elektrifikasi dan desa berlistrik, sehingga target rasio elektrifikasi sebesar 98% pada tahun 2019 dan target porsi EBT 23% pada tahun 2025 bisa tercapai," pungkas Nicke. Minister of Energy and Mineral Resources Ignatius Jonan witnessed the signing of Power Purchase Agreement (PPA) Renewable Energy (EBT) between PLN with Independent Power Producer (IPP) at 64) location conducted in Jakarta (2/8).
Total generating capacity at the signing of this PPA amounted to 415.75 MW with details as follows:

   The procurement process has started last year where the price has been agreed and approved by the Minister of Energy and Mineral Resources, so that the procurement process is declared completed and ready to be signed by PPA.

4. Approval of the selling price of small-scale Project EBT electricity (PLTM, PLTBm, and PLTBg capacity ± 10 MW according to Minister of EMR letter No. 5827/23 / MEM.I / 2017 dated July 28, 2017.
5. Approval of electricity selling price of PLTS 6 locations pursuant to Minister of Energy and Mineral Resources letter no. 5590/26 / MEM.E / 2017 dated July 20, 2017.
   ESDM Minister Ignatius Jonan emphasized the importance of optimal utilization of EBT. Other than that. Jonan also emphasized to keep BPP low to ensure people get access to electricity at affordable prices.
   In line with this, the Director of Strategic Procurement 1 PLN Nicke Widyawati stated that this signing is a proof of PLN's commitment and the developers to increase the utilization of EBT in accordance with the target of 23% until 2025 later. Moreover, PPA is also to meet the electricity needs in a number of areas, especially isolated systems with competitive prices, in accordance with PLN's commitment to maintain electricity tariffs to remain affordable by all levels of society and industry.
   In the current PLN electricity system, there are 6,200 MW of EBT plants already in operation or 12% of the total generating capacity.
   Electricity supply plan in accordance with RUPTL 2017-2026, addition of power plant is equal to 77,9 Giga Watt (GW) where plan of addition portion of EBT generator is 21,56 GW. For that a number of strategic steps have been prepared by PLN including, namely:
6. Development of EBT power plants should be optimized, not only considering the balance between supply and demand, but also the readiness of power system networks as well as competitive economic prices.
7. PLN utilizes renewable energy sources from hydro energy sources, geothermal (including small / modular), biofuel, wind energy, solar energy, biomass and waste, etc. Meanwhile, PLN will also support efforts to create RE-BID (integration of EBT power plant development with industrial estates).
8. Especially for PV, PLN will develop a centralized PV to melistriki remote areas relatively far from the existing grid.
9. PLN will develop Smart Grid system to increase penetration of intermittent RE (PV and wind) while improving reliability.
10. PLN will reduce fuel consumption using HSD and MFO, and encourage biofuel utilization.
11. Optimizing the development of large potential EBT generators such as PLTP and hydropower
12. Maximize the potential of local EBTs to increase electrification ratios in Eastern Indonesia
13. Develop hybrid system for areas that have been supplied from PLTD with flashlight under 12 hours / day.
    "With the signing of PPA, it shows PLN's commitment to continue to encourage the utilization of EBT in an effort to increase electrification ratio and electrified village, so that the electrification ratio target is 98% in 2019 and target of 23% EBT portion in 2025 can be achieved," concluded Nicke.
