PHSR stands for Personnel Halting and Stimulation Response. Is a weapon gengam with laser bullets. This weapon was developed by the US Department of Defense and was officially launched in 2007.

Weapons that stop and stimulate the shot response (PHASR) are non-lethal dazzler laser prototypers developed by Directed Laboratory Directive Energy, U.S. Department of Defense. It has a goal for temporary and transient mesorientation of targets. The blinding laser weapons have been tested in the past, but are prohibited under the UN Protocol on the 1995 Laser Blinding Gun, signed by the United States on January 21, 2009. The PHASR rifle, low intensity laser, is not prohibited under this rule, due to its effects dazzling is meant to be temporary. It also uses a two-wave laser. PHASR has been tested at Kirtland Air Force Base, part of the Directorate of Research of the Directorate General of Air Force Energy in New Mexico.
