This is actually the first time I have a look at steem bounty. Could it be that some users had a big upvote for their comment, just trying to get a big part of the 20% bounty?
Or do you always see these kind of high upvotes for comments?
It is not uncommon. The votes are not self-votes but genuine ones from users I know (in this case).
