So much junk out there, you are apsolutley right!
I lost some $ back in Nov 2017 when all kinds of ICOs good or bad and unfortunately, my first two ICO's were scam.
I did not know how to determine if they were legit or not.
It is good to repeat every day that crypto market is a high-risk market. And if we are talking about ICOs then the risk is even higher! More than 50% is some kind of scam, and half of other 50% will fail inside one year! But on the other hand, if you play smart and have some investment luck you can get +1000% profits. There is no other market that can do that at this moment.
Besides, I think, the ICO's are illegal in U.S.A.
