ICO banning - Markets are fearfull ,ICO’S returning funds?

Found this image doing its rounds… it seems like people are really really scared… does anyone know how bad is the actual punishment is?? many ico’s are returning money…why though?

Can anyone confirm the translation?

PS: this is not FUD, Im holding all my coins longterm and look at this as a buying opportunity!
