I know it’s a little confusing but as you’ve noticed there are only two people who upvote this post; me as one of them. I’m not following you but upvote your post. Why didn’t those who follow you upvoted your post? That’s because they are following but aren’t voting, thus you’re not really making any money. So, what you want are people with higher voting power and people who make comments on your posts. Those are considered quality, not quantity.
Quantity and quality are somewhat different.
