Fusion is what we need to overcome the inefficiencies, other than niche uses. I think in places where solar is very abundant like the desert, it would work. Or if people's batteries are full, it may make sense to produce hydrogen for use in a fuel cell later. However just burning the hydrogen for heat or pumping water up a hill and having it fall down later are both more efficient than fuel cells will ever be due to physicial limits.
