You have to sell your steem to btc or eth and then transfer the btc/eth to bittrex and rebuy the steem there. Once on bittrex, you can repurchase the steem. Polo has no fucking clue what they are doing and apparently all the wallets are jacked up. Avoid that exchange like the plague.
