Fascinating read. What I don’t understand is why they need to be classified a way that requires all that reporting. Why not just be a collection of houses built on a plot of land as far as the government is concerned? Do they get some special deductions or tax considerations being classified differently?

No not at all - but keep in mind that it's practically impossible to self-build build cheap houses on previously pasture land like they've done in the UK, so their reward is reducing their housing costs by about 80% of the norm!
Why is it hard to do? Because it isn’t zoned for housing? These things vary so much from place to place.

That's basically it - English planning law is all about protecting the countryside, you're very unlikely to get permission to build a residential development on zoned agricultural land.
I've done that with partiko myself don't worry! It'll give me a higher ranking for the UA round!
