That's one of the problems with government. Any time there is an issue their solution is more legislation. Pretty soon it is almost impossible to get anything done.
There is actually this theory (almost worthy of its own post) that societies collapse when the systems that support them get too complicated including government. More and more resources go towards red tape, paperwork, taxes etc until basically the whole thing collapses.
A societal collapse sounds rather appealing at this point...
