It's a single pane (or 2 singles if a double hung) window that goes on the outside of regular windows. It blocks wind and provides another air space to prevent heat loss. All the windows in the photo were the storm windows for the regular windows in the living room and else where. These simple windows make a HUGE difference in the comfort of the house.
