Free stuff is great, as long as it's chemical free. i DO worry about commercial woodchips - they treat the wood with so much crap. Chemicals leeching into the soil subvert and limit our natural compost processes and we end up ingesting those chemicals. Buying a mulching machine is a great option if you have enough electricity so you can regularly shred found branches and natural tree fall, and have your own supply. Hey, you could BE that neighbour for others! :)

Oh I hadn't thought of that at all... fortunately, I know these guys have been clearing a specific parcel of land that shouldn't have been treated with anything. Well I hope!

This is a major issue in urban areas. Lots of trees get sprayed. Pesticide-laden woodchips doesn't make for great growing.
