Why is my stabilizer humming while not working (TEC-TR-15000)

Engineer in the house please I need help to fix a client stabilizer. I have tried every alternative but still could not work

when ever I switch it on the transformer will be humming and it will draw current while not working
Even when I turn it on the light will not on
