That account is one of many spam accounts that repost the same creepy fan content and pirated videos in an apparent reward farming scheme. I don't think it's a bot, or at least not entirely bot-driven, because revenge flags are common. Those of us who used to fight such abuse mostly moved to HIVE, so I doubt there will be much in the way of recourse here anymore.
