Internet Computer's Fatal Flaw? (Hard Questions For Jerry Banfield)

Jerry Banfield went balls deep into Internet Computer Protocol. It caught my attention so I started watching a lot of his videos. The one big thing that stuck out to me is it seems like developers pay the fees vs having users pay the fees. All the Delegated Proof of Stake chains ran into this catch 22 where if everything is free then the spammers come in droves hitting the chain with thousands and thousands of spam messages and bog the system down. They can also try to harvest resources from it like we saw with EOS where people were "mining" the cpu and ram resources. It seems like a similar thing happened to a TikTok clone on ICP where suddenly it cost the developers a quick $10,000 because so many users got on the application.
My main questions for the community and Jerry Banfield is if they think this will slow down developers trying to build if it becomes cost prohibitive to on board significant amount of users. Also if it is $5 / GB / Year to host pictures, video, data, etc on ICP what happens to the data if you don't keep paying? Wouldn't it already be written to the blockchain? Why would it disappear?
