Hello friend, welcome to my post today. Indeed, I am excited to have you here, just as I am delighted to take part in the contest that is organized by @chant and titled, "Emergency Care: Payment Before Treatment."

The word Emergency Care, simply means the services that is provided by hospital to take care of inpatient and outpatient in order to stop serious impairment or death of a patient that is rushed to the hospital. Emergency Care is and emergency services that needs serious attention by hospital service. In regards to that, I have talked about such situations is in Nigeria.


What is the situation in your country when it comes to emergency care?

In Nigeria, emergency care is very proactive, with the majority of hospitals having their own ambulance point. Every state in Nigeria has its own ambulance stations in every local government area of the state.

Most hospitals in Nigeria, particularly those run by the government, are attempting to treat both inpatients and outpatients. Also in Nigeria, there are several agencies with similar names and functions that work with hospitals to provide patients with the best services.

Some of these agencies in charge of emergency care are LASEMA (the State Emergency Management Agency) and Emergency Medical Services (LASEMS). In Nigeria, LASEMA is the agency that is charged by law with coordinating all emergency responses within the state. This agency's work goes together with that of Emergency Medical Services and those working in hospitals.

In addition to this, there is also another agency called LASAMBUS, which is the agency in charge of ambulances and whose function is to provide prehospital care before a patient is taken to the hospital.

With all this being said, in Nigeria, once a patient is rushed to the hospital by any of the licensed agencies in charge of emergency services, the person will start receiving treatment immediately. But in cases where the person went alone or was rushed by people outside these agencies, such a person would be requested to bring his or her medical records, make payments, and also bring a police report before treatment can commence.

Private hospitals are the worst when it comes to emergency care in Nigeria. In a private setting, before a patient will even receive first aid, he or she must make a deposit first. Open a file, etc.


What does it take to humanize healthcare delivery in your country?

To humanize healthcare delivery in Nigeria, quality healthcare must be provided, which is one of the fundamental principles of the Nigerian government. In regards to this, the Nigerian government has provided quality healthcare services for pregnant women and nursing mothers through the following health agencies:

  • NHIS (National Health Insurance Scheme)
  • Nursing and midwifery care, for example.

The National Health Insurance System was founded by the NHIS Act with the goal of improving the health of all Nigerians by providing social health insurance in Nigeria, wherein contributors' medical expenses are covered by a shared fund to which scheme participants have contributed.

The Nigerian federal government launched the program with the following goals in mind:

  1. preserving the scheme's high standards for healthcare delivery services;

  2. Making sure that all Nigerians have access to high-quality healthcare services;

  3. shielding families from the strain of high medical costs;

  4. Making sure that the costs of healthcare are distributed fairly among various income groups;

Also, in Nigeria, as a pregnant woman, you are required to go for weekly antenatal care during pregnancy and after giving birth. Women are educated about their pregnancy and child feeding during antenatal care.

Although a woman who has only a few days to give birth would be required to stay in the hospital or go home, where a nurse would be assigned to her,


Do you encourage or discourage the idea of payment before treatment?

I discourage the idea of payment before treatment. The reason why I discourage the idea of payment before treatment is that a lot of people who are facing this issue are those who are critically ill.

There is a saying that health is better than wealth, which means good health will eventually bring money because a person with good health can work for money. It's very bad to see someone who is at a stage of death and tell that person to make payments before commencing treatment. A lot of people have died because of this act, which I discourage so much.

Although in Nigeria, government hospitals do consider this, which is why we have the NHIS (National Health Insurance Scheme), which allows those who are registered to receive treatment before making payments.


If you are appointed minister of public health in your country, how will you tackle this?

Well, if I am appointed as a minister of public health in Nigeria, what I will do to tackle this is to ensure that everyone is a registered member of the NHIS. I will ensure that both public servants and civil servants, as well as those in the private sector, have their names and those of their children registered with NHIS.

Also, I will ensure that private hospitals are working with the NHIS directive. NHIS will be the agency that pays for the cost of treatment. Although all those registered will, at the end of the day, pay NHIS 25% of what was used in their treatment instead of paying 100%.


Advise hospital directors, caregivers, and patients about this issue.

My advice to hospital directors, caregivers, and patients about this issue is that anyone who has registered with the NHIS should be treated first before he or she can make payments. In addition, if the person is a government employee and does not make payments after treatment, NHIS hospital directors should notify NHIS so that 25% of the person's treatment costs are deducted and transferred to the NHIS account.
