All Korpri members throughout Indonesia are reminded to reaffirm their spirit as the glue of the Republic of Indonesia and protectors of the State Civil Apparatus (ASN) on the momentum of the 52nd Anniversary in 2023.

This was conveyed by Aceh Regional Secretary Bustami Hamzah, when reading the remarks of the General Chairperson of the Korpri National Management Board, Zudan Arif Fakrulloh, at the Korpri 52nd Anniversary Commemoration Ceremony, in the courtyard of the Aceh Governor's Office, Wednesday (29/11/2023) morning.

“Wherever you serve, both in Indonesia and at Indonesian missions abroad. "Let us make the 52nd anniversary of Korpri a momentum in our efforts to strengthen KORPRI as the Strengthener of the Republic of Indonesia and Protector of ASN," said the Regional Secretary.

In his speech, the Regional Secretary also appreciated the various programs implemented by all Korpri members as an effort to support the Government, starting from handling the Covid-19 Pandemic, breakthroughs and structural reforms as well as the active role of Korpri members in controlling inflation and handling stunting.

"We will continue to control inflation and we can gradually reduce stunting and God willing, in 2024 we will be on target to reach 14 percent or even less. "Therefore, allow me to appreciate and thank the dedication and devotion of 4.4 million ASN and the entire KORPRI family," said the Regional Secretary.

In his speech, the Regional Secretary also reminded that currently the world is faced with rapid changes, which are caused by two big factors, namely technological developments and changes in society's expectations which continue to increase.

“These two big life-changing factors must be addressed by Korpri. Currently the world is driven by Artificial intelligence, internet of things, Big Data, programming systems and algorithms, coding, and biometric verification. "So we can no longer run the government in the old ways," said Bustami.

Therefore, Bustami reminded that efforts to resolve current problems must be carried out with the most updated approach because people's expectations of the government are increasing sharply. The public really hopes that the government will provide services that are faster, easier, more accurate.

“Current services must be accessible online, quickly and precisely. "For this reason, I ask Korpri to be able to read and respond to these changes in order to develop an Indonesian bureaucracy that can become a driving force towards a Golden Indonesia 2045," said the Regional Secretary in his message.

The Regional Secretary reminded that currently all developed countries have implemented a meritocracy system in the bureaucracy. For this reason, Korpri administrators, who on average are Secretaries General, Sesmen, and Regional Secretaries, can implement meritocracy in the bureaucracy. This is very important so that the Indonesian bureaucracy becomes better.

“Meritocracy must be based on competency, qualifications and performance which are applied fairly, fairly, transparently and without discrimination. "I hope that this meritocracy system will soon be realized and make it easier to develop ASN careers in one ministry, district, province, or by moving ministries, moving districts or moving provinces," continued the Regional Secretary.

As is known, the aim of Meritocracy is to recruit ASNs professionally, develop ASN competencies, ensure ASN careers, protect ASN careers, effectively and efficiently manage ASNs, and rewards to motivate ASNs.

In his speech, the Regional Secretary also revealed the history of Korpri's life, when compared to the Presidential and Regional Head Elections. These two big events are always associated with ASN neutrality and Korpri neutrality. As is known, in 2024 there will be elections for the President, DPR, DPD, DPRD and the election of 38 Governors/deputy Governors and 514 Regents/Deputy Regent/Mayor/Deputy Mayor.

“This is the biggest democratic process in the world that we must succeed together. "I believe that Korpri, as an organization that has faced presidential and regional elections many times, is very understanding and trained to remain in a neutral position and perpendicular to the State, Pancasila and the 1945 Constitution," said the Regional Secretary.

As is known, various development programs are driven by bureaucratic performance. Like a vehicle, bureaucracy is the engine that is able to move the vehicle. So as a 'machine', the bureaucracy must always be ensured to be in prime condition, so that it is able to move the vehicle towards the desired goal.

"Good or bad performance of government services is largely determined by the quality and capacity of the bureaucracy. "To ensure that the bureaucracy is always in top condition, a good ecosystem is needed, starting from aspects of ideology, work culture, performance management, to welfare," said the Regional Secretary.

Therefore, continued Bustami, Korpri must continue to be part of the levers of bureau performance in the future rasi so that various development programs can be implemented well and have a positive impact on society. For this reason, as a national asset, ASN has the right to receive adequate welfare.

Therefore, the Government always strives to ensure the welfare of ASN through improving ASN's welfare components appropriately, providing pensions for civil servants and government employees with work agreements (PPPK), as well as giving appreciation or awards for ASN's achievements and accomplishments in developing the country.

Currently, the Government is designing a new payroll system with a single salary system model and a more prosperous pension system. This prosperity must of course be accompanied by more optimal ASN performance.

In the current era, the government sector is also undergoing a transformation of face-to-face (traditional) services into digital services. According to government data, there are more than 27,000 digital applications in all ministries, institutions at Central Agencies and Regional Governments. Unfortunately, the majority of digital applications are not integrated, meaning they work independently, and many even overlap and are duplicated.

"In this regard, the Government has launched a policy regarding Electronic-Based Government Systems (SPBE) which aims to encourage integration and efficiency in the delivery of digital-based services. "However, the implementation of SPBE still faces challenges on various sides, especially balancing the government's digitalization efforts with application creation, so that the public and ASN are faced with a fat bureaucratic process," said the Regional Secretary.

This is what causes the government to prioritize interoperability between existing digital applications. For this reason, Korpri is required to be responsive and able to read and answer the challenges of the times by strengthening digital competence and digital culture in all ASN in the country and forming integrated government digital services that prioritize the needs of citizens.

"Currently Korpri's main programs include improving the quality of public services, digitalizing the bureaucracy, strengthening ASN ideology, career protection, legal assistance and improving welfare. This program is expected to have a positive impact on society. "I invite the Korpri management to play an active role in dealing with the problems of inflation, stunting, extreme poverty, children not going to school and child marriage," appealed Bustami.

The Korpri 52nd Anniversary Commemoration Ceremony in Aceh was also accompanied by giving bonuses to Korpri members who received medals at the XVI Korpri Pornas in Semarang, last July. Apart from that, Korpri Aceh also held a Blood Donation in the Lobby of the Aceh Governor's Office.
