Did you identify which of the accounts is the Primary?
These look like the standard shit-spam-farmers who wouldn't ever be nominated for steemcurator or booming support. More than half of the accounts haven't been active for many years.
I don't know if they'll check their Mentions, but perhaps @ctime, @cardboard and @successgr.with could consider blacklisting them from their services.
Presumably you've got them added to the downvote trail which is normally the point at which they'll stop.
The 13th May 2024 transaction from @huobi-withdrawal - did you trace this back to its original source?
UPDATE: I see the huobi came from @zaink too. If a couple of his @tipu votes get downvoted to 0, I guarantee he'll instantly stop.
