Ok I understand, but there is a part of the rule that says, that the person can turn on once a month to participate in the Spud4Steem.
For example, I can receive votes and all month turn on just that day (every 01), then during 02 to 31 I can have that balance there waiting for 01 to participate in Spud4Steem, and it will be seen as (NOT Power UP).
This is left to the expertise of the curator to review the balance of the wallets people, I guess that someone who in a month has only turned on 2 STEEM would not be supported, I mean, so many people who turn on more amount.
So, I have a house in my name and I have to sell it to support the community? that's what you want to say? I guess here everyone owns their coins however they have obtained them, as long as people comply with the club and it is seen that they light up the % according to their rewards and above all comply with the rule of the club (Power Up Vs transfers) there is no problem, if people keep, save, sell or invest their part. When you go to withdraw you will surely have to power up to stay within the rules.
I know what the comments are, but the amount that is reflected there, is the amount that is received by beneficiary rewards. The rewards for comments are already included in the posts.
More that steemcurator is "paying" somebody for their content with the expectation that the money will be used a certain way. If they don't use it in the way that steemcurator expects, then they'll "pay" somebody else. Everybody's entitled to do what they wish with their STEEM.

I'll double check my understanding of this... the field returned is "comment_benefactor_reward" so what you say makes sense.
'Paying' is not the correct term in Steemit, some users get confused and think that rewards are a payment, hence they see Steemit as a job, when it is not.
That steem garden account in the example you gave is wrong, but according to the existing rules it needs to have a recent power up to be inside the club, but for some reason you can see that it hasn't received more support. Maybe that's the reason, "for not having a recent power up, as the rule says".
Why do you divide in two the transfers? users and exchanges? All this should go together, since it is the same thing. Anyway, the only thing that matters is that the balance of the power up is always higher. Oh, by the way, at some point it can be used for any period? 2 months, 6 months, years.
I'm just telling you, that at least those words of (no power up) would not be the right one. Sounds like bullying to users hehehehe.
Oh and I understand how comment_benefactor appears. Exactly are the rewards of benefits, delegated to another account in the publications. I just wanted to see if it could be changed so that people don't get confused. Everything should look optimal for all steemit to use it soon.
