Actually leadership is sole responsibility but first who is a leader?
A leader is a person who engage, inspires, motivates and duly exercises managerial duties on assumption of a leadership role. Leadership in these case is a cordial team work to guide, set direction, build, encourage and acheive lofty vision.
Every strata of organization or community requires sustenance and activeness of members so as to achieve purpose. Steemit is such a place sustained by leaders through leadership as earlier stated. To him much is given (leaders) , much is expected(followers)

What can leaders do to sustain active users and reinvogorate the inactive users and bring on board new active users

Here are opinions opted for the leaders to;

Putting fourth guidelines and routine check via social handles

This is quite important because it gives both active and new user a guide on how the platform operate, what is expected of them like making good post with necessary #tags and staying active. I recall when I signed up newly I didn't understand anything just peoples post up and down, so I stayed inactive for some weeks and I later met a friend who helped me out. As such creating social media handle like watsup or telegram group to giude and inform users can help to reinvogorate inactive user because their problem or challenges to why they are inactive could be solved.
Secondly, as human filled with like mind needs care, recognition and exercises of feelings. Checking up on users especially the inactive, new and active ones who hasn't engage for sometime via our social handle or replies on steemit post both from leaders and other members is a sort of motivation and encouragement which helps the individual to realize that he/she is important and has a part to perform in other to better and grow the community.

Support and upvote

Users could be inactive if their time and energy spent to create a content goes unrewarding. l commend @steemit ghana because they try as much as to support their subscribers with upvote. To be sincere upvote is a motivator and a huge encouragement. i recall the very first time got booming vote it was as if I should create a post daily and also engage in contest often so as to improve my reputation, my steem and also join #club5050 initiative. These act alone gave me another perspective and poised me to lookout for contest and also deliver good content because I felt carried along. Supportive leaders will always or atleast have a good number of active users so as to build our only community. People love good things and where the find one they hold tight to it.

Organising educative and fun contest and comment challenge

As a means of engagement and interaction among subcribers, apart from coming up with serious and educative contest fun contest about culture, environment life and more should be introduce for while, some people may be so good in this aspect thereby funding it much interesting to participate. Second creating and a post channel on any of social handle where community post are paste so that subcribers can active participate in comment such that before a user drops a contest or post he or she need to atleast comment in 3 or 4 post of other members in the community. This also can improve the activeness of members.

Creating an incentive scheme for most active users

Leaders of this awesome community should ponder on this, maybe on a monthly routine most active users, users that comment more or that don't miss contest should be recognized and be given some special treat or reward so has to stir fellow users to great participation. Organizing sport activity

maybe on month ending also can go long way to sustain users, new users via promotion and also create and avenue for physical meet ups, get-together and interactive session. In other to achieve this purpose a system of engagement should be constantly be introduced.

In conglomery, though am just new subcriber after going through some pinned messages and post I so much appreciate the leadership of this community for their dedication and effort also for organizing this contest. Am better of here and thanks.
