Can Cryptocurrency be Regulated by States?

Recently i was reading a news on ghanaweb and there was one minister inciting Bank of Ghana to start putting in measures and policies to regulate cryptocurrency use in Ghana before things went out of hand and i want intrigued by the news and started to wonder how this minister supposed this could be done when the whole idea about cryptocurrency was centered on a decentralized system, well for most of them of cause.

Just imagine bitcoin becoming a centralized system regulated by institutions and authority, it just won't work and i for one do not see it possibility of feasibility, it led me to think that perhaps or probably this individual does not know much about the topic for which he is speaking of and was wondering why he would come to a platform like that to show his ignorance.

Eitherway, cryptocurrency is truly and indeed the future, with Elon Must and Tesla pumping investment into bitcoin and making noise about dogecoin now, it's only a matter of time we see more mooning, what do you supposed the next high for BTC will be, i am thinking 60,000 before 100,000. Share you thoughts on the regulations of cryptocurrency by state and on the possible future of the blockchain. Thanks for reading and have nice time.
