Yrgh... ;-)) Not so cosy. But: The perception of warmth is different in your region. I remember very cold days in Moscow and Leningrad (yes, that's what it was called then ;-)) in short sleeves and a thin jacket. One feels the cold more weakly there and with a delay...
In Moscow, the air is more continental and dry than in Leningrad. It really seems warmer there at the same temperature.
Everything is different in Leningrad. The proximity of the Baltic Sea and Lake Ladoga...humid air... and if the wind is still blowing... then you know for yourself :)))

У нас в Ленинграде всё иначе. Близость Балтийского моря и Ладожского озера...влажный воздух... и если ещё дует ветер... дальше вы знаете сами :)))
