This is a difficult philosophical issue, everyone's drives, ambitions, human qualities...
Although Steemit is a community in a way, it is also a reward tool, and that produces a place where many opposite interests come together.
I see two ways or places from which to address your concern; in a human dimension (philosophical), or in a materialistic one. It's deep and not easy. I am inclined to idealism and would love the philosophical approach to bring a solution, but practicality tells me it's going to happen more on the other side. In this sense, the selective reward program could be a try. Sorry not to come up with more suggestions here, in this area, now.
From the philosophical perspective, and because I don't know the data, could it be possible to demonstrate with statistics that a more community driven behaviour would yield higher future rewards?
Definition of ( more community driven behaviour): Not killing the golden eggs chicken!

The Steemit itself was created on background on blockchain and any blockchain is there for many different things and not only blogging. We are the users of the Steemit and we are bloggers. There are many good bloggers and they produce great quality posts. The major problem is the more Steem Power the blogger has the visible he is. Again like you mention the side or rewards is driving the activities of Steemians.

While before split it was a lot of debate to remove rewards and just let people to blog, but we all know that people here not simply for blogging but also to be rewarded and earn some additional Crypto. In the time of the best value of Steem in 2017, it was 1 Steem=8 USD.

Of course we can't force people to post and not look at what they receive but with the support of the Steemit Team everyone has equal chances to get rewarded not like in old time in the past.

I remember the time when our posts were only Zero to $1,00, but when I started I re-started to do painting and drawing and that was a place where I wanted to learn other artists and to show my progress. You will not believe if I say that in the past I was drawing or painting every day :)

With the time we started to do curation to support others and here we are still supporting other users and hoping that Steem will be stronger.
