A wild plant-short plant which has no flower or fruit

It is a wild plant which I found nearby a highway.The name of the highway is Kalyani Express.I was riding my bike.Suddenly I felt i need a break.Then I stopped a side of the highway.There I found this plant.Actuall I did not recognize the plant.It is short heighted plant.I did not found any kind of flower or fruit.So it is not clear that it is a flowering plant.
