Photographers use them both to describe the same parameter of a photo, although, from Physics perspective, those two are kinda inversely proportional ;)

For instance, shutter speed of 1/250 equals to 0.004 seconds exposure time.

It might be a bit confusing, though, as when greater or equal than 1 second, then the shutter speed is... the same as exposure time :))) And we know from school speed isn't measured in seconds, LOL.

6 seconds, 15 seconds, 30 seconds shutter speed and exposure time.

When less than 1 second, shutter speed is speed (how fast) and when equal to or more than 1 second than it is time (how long).
