You cannot use the club100 tag for the reason you withdrew in the last 3 months.
The rules clearly say that to be eligible for the tag you must turn on 100% of your earnings

actually, if you noticed well, 100% of my earnings obtained from posts have always been reinvested in the platform. I have made cash outs related to Steemit earnings from delegations. My posts are always set to 100% Power Up.
