Yeah a post/comment is a stand-alone payment, but is the result of the sum of all the upvotes it receives.
Then... checking the dust from the Steem blog interfaces is impossible at the moment, because they show as minimum amount size 0.001 STEEM or STEEM POWER. So we aren't able to say if the dust remains stored as an unpaid balance on the blockchain or not.

I can't answer with much confidence but my understanding is that the dust blows away once the post is paid out. If the post/comment doesn't reach the minimum payment threshold, then you get nothing and the blockchain moves on. TRX was different in that the amount accumulated until a threshold was met and it got paid out (to reduce the number of transactions) but STEEM/SBD wasn't designed to do that. That's my understanding anyway 🙂

Yeah, thank you for stopping. It's simply curiosity, nothing change for the users who use Steem interfaces to interact with the blockchain: the minimum threshold the interface allows to claim is the minimum we interest in. The curiosity was to understand if the minimum we see is the minimum that the blockchain records.
