DCity help needed! Deu/Eng

Hallo liebe Community,
meine Stadt bei DCity wächst und gedeiht. Ich habe mittlerweile auch fast alles Karten mindestens ein mal. Nun habe ich aber das Problem, dass bei manchen Karten inaktiv angezeigt wird und diese also kein Einkommen generieren oder sehe ich das falsch? Kann mir jemand der schon länger das Spiel spielt sagen, wie ich die Karten aktivieren kann beziehungsweise was ich tun muss, damit diese aktiv werden? Muss ich hierzu noch andere Karten hinzu kaufen? So sieht das aus:

Ich verzweifle bald und wäre wirklich dankbar für Hilfe. Vielleicht findet sich hier ja ein barmherziger Samariter der mir weiterhelfen kann. Danke im Voraus.

Hello dear community,
my city at DCity is growing and prospering. I have almost all maps at least once. But now I have the problem that some cards are displayed as inactive and do not generate any income or am I seeing it wrong? Can someone who has been playing the game for a while tell me how I can activate the cards or what I have to do to make them active? Do I have to buy other cards for this? This is how it looks like:
