个人认为，90%的有效率是很低的，但目前已经研发10个月以上了，短期之内，若无法提升有效率，就只能推出了。
但应该有相应的应对措施，
比如美国说疫苗将会是免费施打，
那在施打之后，也应当要有免费检验的措施，让民众知道，自己在施打了之后，是否有效。
