The perfect solution would be sharing different comments under those posts that are without the text because it is good to check them anyway. Every post should contain a minimum 100-150 words if the photo is the most important part of it, and a minimum of 250 words if the text is more important than the picture. Many people who share just the picture without any description are the abusers as well, so I like to check it with google lens and other programs like that.

When someone is sharing just a pic, as long as the pic is theirs, the post won't be downvoted but they should get the info that it's against the rules.
