We need a lot to improve our education system. There are many schools where fees are very high due to which parents cannot afford to educate their children. Because education is different in every school and fees are also different along with their education. But we should make a rule according to which all schools have same fee and same quality so that children and parents don't have to worry about this and can easily educate their children. And in the same way we have to improve the health department so that no one loses their life due to disease. And the third point you noted is that you want to activate a good law so that any wrongdoing is fully punished. As chances of rape are very high and it is very much a crime. If we take it out immediately, everyone will think a hundred times that we will have a lot of trouble if we adopt it. So all things I say you can handle in a good way. I wish you the best of luck.
