I am going to share my opinion,first to family, when it comes to marketing, family is known as warm marketing, people we know,but they don't believe us easily until they see us progressing in what we are doing.
The best way to promote Steemit to family is to share the information or the opportunity with them immediately we know about it ,so that tomorrow they will not say you did not tell them,tell them all the truth you know about Steemit and allow them to make decision,.

How to promote Steemit to friends, show them your Success or share Success stories of successful people in Steemit with them, few will join you now,but as you continue to progress in Steemit, friends will bring friends and all of you will succeed together.
