You have to transfer sbd or steem with post link as memo for upvote from tipu .
But one of my friend sent Tipu SBD but didn't get votes and Tipu didn't return the SBD either.
This never happens if no upvote ,u get refund .
Check tipu page before sending if he is recovering then dont send
