one of the things that causes me the most doubts is the word "decentralised", because generally the people who live in a decentralised network accumulate power over time and centralise decisions. if they don't like a person with all the power they have, they manage to eliminate them from the network. so I'm not sure that if something is public, it is also decentralised.
